Councilman-at-Large Joseph I. Giarrusso
          Records, 1978-1994


Joseph I. Giarrusso (b. 1923) joined the New Orleans City Council as one of its two at-large members on October 14, 1976 following his election earlier that month. He won reelection to office in 1977, 1982, 1986, and 1990. In 1994 he retired from the Council following the adoption of term limits by the electorate.

A former superintendent of the New Orleans Police Department (1960-1975), Chief Giarrusso's interest in the NOPD and in law enforcement continued through his years on the Council, an interest that is reflected in these records. Other issues that are particularly well represented relate to public utilities policy and regulation, gambling and the city's proposed land-based casino, and anti-smoking legislation, for which the Chief acted as one of New Orleans' strongest advocates.

The records, which were transferred by Chief Giarrusso to the City Archives in April, 1974, are arranged in four series:       General Subject Files, 39 boxes arranged in alphabetical order by folder title.

      Sales Tax Investigation Files, unarranged. Much of the material in the last three series likely is duplicated in the files of other Council members, in the records of the Clerk of Council, and in the records of the Mayor's Office and other city agencies. Given Chief Giarrusso's experience in law enforcement, however, the casino and sales tax files may include documentation not found in records left by other officials.
