Transfer of Louisiana Back to France | 5 | 59 | 3/11/1803 | Governor: Salcedo; Royal Ensign: De La Ronde - The Governor, expecting the momentary arrival of French officials with 4500 troops to take possession of this Colony which had been ceded to France by His Catholic Majesty, asked the Commissioners to take steps to provide for the sustenance of the Province and prevent the scarcity of food. The Commissioners agreed that the meat contractors must have one thousand head of cattle by the end of the month and maintain that number in reserve until the arrival of the troops. Others were commissioned to provide for the housing of the troops. 129 beds were ordered made and placed in the Charity Hospital for use of the troops (page 68). - On July 8th, 1803, page 85, Cabildo Book 5, the Attorney General calls attention to this order compelling the meat contractors to keep one thousand head of cattle in reserve, and states "now that the suspension of the said troops is commonly expressed, . . . It is unnecessary to keep this supply in reserve." | |

This document was read by the Secretary and proved to be a proclamation expressing the cordial friendship of the Republic of France for the inhabitants of this city. The Commissioners accepted this demonstration of good will and extended to him the thanks of this Municipal Body. | |

The Commissioners agreed that all the members should be present for the reading of this letter and called an extraordinary session for the next day. | |
Transfer of Louisiana Back to France | 5 | 79 | 6/4/1803 | Governor: Salcedo; Royal Ensign: De La Ronde - The reading of the official letter (above) as well as the Royal Edict published in this city on May 18th stated: "All individuals who are employed in any capacity whatever, and wish to continue under the King's rule, will have to move to the City of Havana or to any other city of the possessions of His Majesty, unless they prefer to stay in the service of France, which they can freely do…" - All the Commissioners who were present at this meeting, (in person or by proxy), also the Secretary, expressed their desires to remain under Spanish rule with the exception of Don Francisco Pascalis de La Barre, who due to his advanced age, preferred to remain in Louisiana, and Don Salomon Prevost, who being a farmer, also wished to remain. (Don Joseph Ducros was not present and was not represented by proxy). | |

All to be given to the Cabildo and forwarded to the Commissioners in charge of the transfer. (Salcedo and Casa Calvo). | |
