40 9/28/1770 Governor: Unzaga; Royal Ensign: De Reggio, Sr. - The Attorney General recommended that all the chimneys in the city be inspected, as a fire prevention measure. The Commissioners appointed stone masons to inspect them. Later (page 55) the Commissioners agreed to pay for all the work done on the chimneys.

61 4/19/1771 Governor: Unzaga; Royal Ensign: De Reggio, Sr. - Due to the insufficient help received during a fire on Conti Street, and the small number of men who came to assist, the Commissioners resolved to announce to the residents that they are to assist with haste whenever a fire may occur. They also decided to provide leather buckets, and prohibit building of fires in houses which have no chimneys.

224 10/20/1775 Governor: Unzaga; Royal Ensign: De Reggio, Sr. - The Annual Commissioners are instructed to inspect all chimneys, beginning the 26th of this month, at which time the 5-day notice to the public will have expired.

262 4/25/1777 Governor: Galvez; Royal Ensign: De Reggio, Sr. - At this time it was made known that Don Renato Gabriel Fasenda, Agent for His Chinese Majesty, has in his possession two pumps which are useful in extinguishing fires, and should be bought for use of the city. After examination it was agreed to purchase the pumps.

269 10/31/1777 Governor: Galvez; Royal Ensign: De Reggio, Sr. - At this meeting it was made known that the last fire was caused by a defective chimney at the Warden’s Office, and caused heavy damage to the roof of the jail.

270 11/8/1777 Governor: Galvez; Royal Ensign: De Reggio, Sr. - The Commissioners discussed the need for ladders large enough to reach the roofs of the houses. It was resolved to build two ladders for each alley, to be kept in opposite corners, to be paid for by the owners of the houses.

271 11/28/1777 Governor: Galvez; Royal Ensign: De Reggio, Sr. - Senor Guillaume, in charge of the plant manufacturing pails (ordered at a previous meeting) asks to be advanced 100 Pesos on account. (See page 285, authorizing payment for 122 pails.)

52 4/27/1781 Governor: Galvez; Royal Ensign: De Reggio, Sr. - The Attorney General explained at this time that the ladders and leather buckets provided to the various homes had not been used as conscientiously as had been expected during the fires of the 26th and 27th of March; and that those who had presented themselves to assist did not work with the activity required under the circumstances. He recommended that the ladders and buckets be kept in the Capitol House for better care. He also recommended that axes and hooks be made. The Commissioners agreed to his recommendation regarding the axes and hooks.

60 6/15/1781 Governor: Galvez; Royal Ensign: De Reggio, Sr. - At this time an itemized account was presented by Blacksmith De Jean for repairs made to the leather buckets and to the pumps amounting to 148 Pesos. The Commissioners authorized payment. (Later, page 64, the Commissioners recognizing the zeal, carefulness and interest of Blacksmith Andres de Jon (De Jean) agreed to employ him at five Pesos per month to keep the pumps and buckets in good condition.)
Fire 3 I 25 10/15/1784 Governor: Galvez; Roy Ensign: De Reggio, Sr. - Antonio De Jan (De Jean) presents bill for 156 Pesos for repairs to the fire pumps which are in his charge.
Fire 3 I 110 6/2/1786 Governor: Miro; Royal Ensign: De Reggio, Sr. - At this meeting an official letter from the Governor is read, in which he enclosed an Edict for Good Government containing a set of 34 laws (See “Laws”). Section 27 provides that chimneys be cleaned punctually each month.
Fire 3 II 13 3/26/1788 Governor: Miro; Royal Ensign: De Reggio, Jr. - The Cabildo was called into extraordinary session at the home of the Governor on account of the disastrous fire which occurred on March 21st, 1788, and destroyed the Cabildo Building. Four-fifths of the populated section of the city was destroyed, including the Parish Church, the Priests’ home, the Cabildo and Jail. The Commissioner concerned themselves with the urgent needs of the victims of the fire - calling upon the Intendant to distribute relief for account of His Majesty.
Fire 3 II 15 3/27/1788 Governor: Miro; Royal Ensign: De Reggio, Jr. - The extraordinary session was continued to this date. The Commissioners implored the Intendant to continue giving aid to needy individuals, also to construct some cottages or barracks (of pickets) for shelter.
Fire 3 II 17 4/4/1788 Governor: Miro; Royal Ensign: De Reggio, Jr. - The Intendant agrees to continue giving rations to the needy, but states that he cannot build the barracks as requested. He asked the Attorney General to give him a report of the most essential points which must be brought to the Royal consideration in order to obtain means for the prompt repairing of the common ruin. (On page 18 is the Attorney General’s report.)
Fire 3 II 21 4/18/1788 Governor: Miro; Royal Ensign: De Reggio, Jr - At this meeting the Commissioners discussed means to guard against another fire. They asked for four pumps, 60 leather buckets, and two hooks with chains 15 feet long attached.
Fire 3 II 68 6/19/1789 Governor: Miro; Royal Ensign: De Reggio, Jr. - At this time Don Antonio Le Blanc presented a bill for making 100 leather buckets, ordered by the Royal Ensign.
Fire 3 II 69 7/3/1789 Governor: Miro; Royal Ensign: De Reggio, Jr. - Don Olivero Poleck presented a bill for the fire pump which he brought from Philadelphia on one of the ships which sailed from this city to obtain flour for this Province
Fire 3 II 112 6/18/1790 Governor: Miro; Royal Ensign: Almonaster - The Governor informs the Cabildo that the King has authorized him to create a Board for the distribution of the funds which have been given by the inhabitants for the victims of the fire, and the funds derived from the sale of the cargo of His Majesty’s ship “La Trucha.”
Fire 3 II 184 1/28/1792 Governor: Carondelet; Royal Ensign: Almonaster - The Governor proposed that 300 ordinary leather buckets, 12 large and 12 medium ladders, and 16 hooks be purchased.
Fire 3 II 189 2/3/1792 Governor: Carondelet; Royal Ensign: Almonaster - The Attorney General suggests that the proceeds from the sale of merchandise from the frigate “Trucha,” which the King assigned for the aid of the victims of the fire of 1788, as well as donations for the same purpose, be invested in repairs of the streets and sidewalks of this city.
Fire 3 II 215 5/4/1792 Governor: Carondelet; Royal Ensign: Almonaster - The Governor informs the Cabildo at this time that the Justices of the Peace of the Wards had obtained the money from the inhabitants (voluntarily given) with which to buy the fire pumps.
Fire 3 III 13 8/3/1792 Governor: Carondelet; Royal Ensign: Almonaster - The Governor informs the Cabildo that Don Prospero Jerroyolo is about to make a trip on a ship of his own under his own command and has promised to bring back two fire engines free of freight charges. The Governor suggests that 600 Pesos be given out of the amount collected by the Ward Commissioners, for the purchase of the engines.
Fire 3 III 49 2/1/1793 Governor: Carondelet; Royal Ensign: Almonaster - At this time the Lieutenant Governor in the name of the Governor, suggests that a capable person be employed to maintain the fire engines, at a monthly salary. The Commissioners state that the late Don de Jan (De Jean) had been paid 50 Pesos per month for the two fire engines in his charge; and after his death, Don Espiritu Liotau (Liautau) had taken charge of the engines until the time of the fire in which they were burned. The matter was left pending until the next Cabildo. (At the next meeting, page 50, Liotau (Liautau) was appointed to have charge of the fire engines. He was required to operate the engines each month in the presence of the Commissioners, and further instructed to construct a house of lumber for the protection of the fire engines, pages 55 and 71.)
Fire 3 III 63 4/26/1793 Governor: Carondelet; Royal Ensign: Almonaster - The Governor states that he has been offered two fire engines and a certain number of buckets at cost price. The Commissioners resolved to have same inspected. On receiving a report of the inspection (page 46) the purchase was authorized.
Fire 3 III 69 6/14/1793 Governor: Carondelet: Royal Ensign: Almonaster - Don Empiritu Lioto (Liautau) asks to be excused from his position as he had undertaken other work for His Majesty. The Commissioners elected Don Juan Santiago Chaise to fill the position.
Fire 3 III 175 12/12/1794 Governor: Carondelet; Royal Ensign: Almonaster - At this meeting mention is made of a fire which occurred on the 8th instant (December) in which the jail was destroyed. Mention is also made of the increase in the price of flour “due to the destructive fire in this city” which destroyed many business houses and provisions. The Royal Treasury was asked for an advance, to be reimbursed by the City Treasurer.
Fire 3 III 177 12/16/1794 Governor: Carondelet; Royal Ensign: Almonaster - The Attorney General makes two recommendations for the protection of the city from another fire. First, that the huts (See “Huts”) built on the lots belonging to the Capuchin Fathers, which were constructed for homeless people after the fire of 1788, be destroyed. Second, that the small houses on both sides of the Plaza be inspected by the engineers and the owners ordered to repair them in accordance with the recommendations of the engineers. The Commissioners decided to comply with the recommendation of the Attorney General concerning the huts, but nothing was decided upon concerning the small houses, as Don Andres Almonaster was the owner, so could not vote, and a vote could not be taken otherwise due to insufficient number of Commissioners present. At the next meeting, however, (page 179) the Commissioners agreed to comply with the wishes of the Attorney General concerning the small houses.
Fire 3 III 180 12/19/1794 Governor: Carondelet; Royal Ensign: Almonaster - The Attorney General, recounting among other calamities, the “destructive fire we have recently experienced, which reduced to ashes one-third of the best buildings of the city ….five hurricanes, many floods, and two great fires….”recommended to the Commissioners that they petition the King for a loan of 1,000,000 Pesos to be loaned to the owners of the houses burned by the last fire, so that they may rebuild with brick. It was agreed to forward this petition to His Majesty, through the Governor.
Fire 4 I 29 5/29/1795 Governor: Carondelet; Royal Ensign: Almonaster - At this time the Governor informs the Cabildo that he thought it would be beneficial to publish an Edict offering a reward of 500 Pesos to anyone finding the person who, on different occasions, had tried to burn this city.
Fire 4 I 41 7/17/1795 Governor: Carondelet; Royal Ensign: Almonaster - At this meeting an official letter from the Governor, informed the Cabildo that His Majesty had learned “with great sorrow” of the fire of December 8th, 1794, and will order, as soon as possible, the necessary help.
Fire 4 I 53 10/2/1795 Governor: Carondelet; Royal Ensign: Almonaster - At this meeting the Governor recommended to the Cabildo that some rules be established regarding the building of homes. (See “Building Rules.”)
Fire 4 I 139 7/22/1796 Governor: Carondelet; Royal Ensign: Almonaster - At this time the Chief Constable informs the Cabildo that he inspected the fire pumps repaired by Juan Dumaine, and recommends that the bill be paid.
Fire 4 II 29 8/23/1797 Governor: Gayoso; Royal Ensign: Almonaster - Don Miguel Fortier calls the attention of the Cabildo to the fact that the resolution of December 16th, 1794, ordering that the huts be demolished, had not been complied with, and calls attention to the proximity of these huts to his property also to that of the Governor’s house.
Fire 4 II 35 9/1/1797 Governor: Gayoso; Royal Ensign: Almonaster - The Governor suggests that a house be constructed in his patio for the fire engine now located in the Government Building. The Commissioners set a date for the auctioning of the contract.
Fire 4 II 67 10/13/1797 Governor: Gayoso; Royal Ensign: Almonaster - The Commissioners resolved to distribute the fire engines in the four wards. Knowing that the Ward Commissioners of the lst, 2nd, and 4th Wards could keep the engines at their residences, they ordered them sent there, and asked Don Andres Almonaster to find a location in the 3rd Ward. Don Juan Dumaine and Monsieur L’Eglise were appointed to examine the engines.
Fire 4 II 104 1/19/1798 Governor: Gayoso; Royal Ensign: Almonaster - The Commissioners resolved to assemble all the fire engines for inspection and repairs, and distribute them again among the Ward Commissioners.
Fire 4 III 18 3/8/1799 Governor: Gayoso; Royal Ensign: De La Ronde - The Commissioners agree to appoint Monsieur Finel, a talented engineer, to inspect the fire engines and order the necessary repairs made by the proper workers; also to operate them once a month to keep them in order. The Commissioners also resolve to assign a salary to him.
Fire 4 IV 124 8/7/1801 Governor: Salcedo; Royal Ensign: De La Ronde - Don Santos Letaurneau (previously Espirito Liautau) presents a bill for 350 Pesos for the reconstruction of a large fire engine ordered by Don Francisco de La Barre who, with Don Gilberto Guillemard, had approved the work. Payment was authorized.
