47 1/19/1781 Governor: Carondelet; Royal Ensign: De Reggio, Sr. - Because of the great multitude of troops and crews from the ships, (due to the state of war between Spain and England), and the great number of free Negroes and slaves in the city, the Attorney General recommends that all kinds of masking and public dancing by the Negroes be prohibited during the Carnival Season.
