Biographical Note
Peggy Wilson is a native of New Orleans. She graduated from the Academy of the Sacred Heart in New Orleans (1955) and from Barat College (1959) was a degree in English. After teaching in the parochial schools of the Crescent City, she worked in the fields of campaign management, advertising, and public relations. From 1980-1985 she was president of Peggy Wilson and Associates, a local public relations firm. Wilson has long been active in promoting educations, historic preservation, and the rights of children, as well as in local and state Republican Party affairs.
Wilson was elected to represent District A on the City Council in 1986 as a Republican. She was reelected in 1990 and four years later ran successfully for one of the two at-large seats on the Council. During her career in city government Wilson earned a reputation as the "watchdog of the Council." Her views often put Wilson at odds with the city administration and the majority of her colleagues on the Council. While on the Council she ran unsuccessful campaigns for the office of state Insurance Commissioner and for the U.S. Senate. Wilson's attempt at reelection to the Council at Large position in 1998 was unsuccessful.
Series Arrangement
The records are arranged into series as follows:
Addendum: Miscellaneous files, 1989-1997
Addendum, 2011: Miscellaneous files, 1988-1998
Scope and Contents
The records were transferred to the City Archives by Councilmember Wilson's staff during February - May, 1998. Members of her staff indicated that they were selecting files for retention by Wilson and than unselected materials were to be transferred to the archives. Most of the records are from the councilmember's at-large term (1994-1998), but some files do date from her years as District A's representative on the Council. The location of the remainder of the District A records is unknown.
The General Subject Files are arranged alphabetically by folder title. They represent most agencies of city government, other public bodies, businesses, and organizations as well as topical subject areas ranging from abandoned automobiles to zoning. Some programs and subjects of special interest to Wilson appear to be particularly well represented in the records: crime & the New Orleans Police Department, the city's Great Expectations program, revision of the city charter, and term limitation, for example. The contents of some file folders were retained selectively as noted in the fuller description that follows this note.
According to Wilson's staff, she kept extensive files on businessmen, politicians, and other individuals. Some of those files were transferred and comprise the Files on Individuals portion of the records.
The Republican Party Files reflect Councilmember Wilson's political activities as well as her role in securing, promoting, and managing the 1988 Republican National Convention in New Orleans. The Miscellaneous Republican Party Materials in Box 23 include Wilson's badges, etc. from the 1988 Convention, various publications related to that event, her commemorative license plates from the George Bush inauguration, and materials on the Bush/Quayle campaign. Some additional Republican Party-related records are filed in the General Subject Files.
In 2009, Ms. Wilson transferred her annual Appointment Books for each year through 1997.
Daily Schedules & Journal:
The Daily Scedules and Journal files were also transferred to the City Archives by Ms. Wilson in 2009. The schedules are arranged by date, from 1986 to 1997. For the most part, the contents provide the precise daily schedules of the Councilwoman. The early years (1986-87) include journal entries, some typed and some handwritten on the schedules. These entries became less frequent as her terms continued. One final file contains text of her various speeches (unindexed) throughout her career. Throughout the files, there are various memorabilia including invitations to events, city reports, press clippings, and correspondence (to and from). These memorabilia, like the journals, are less frequent in the later years.
In 2011, Ms. Wilson made two additional transfers, one box of miscellaneous files and, later in the year, 7 additional boxes of miscellaneous files, including two boxes of audio/video tapes and a scrapbook. The miscellaneous files include, among other topics, materials relating to the process of legalizing casinos in New Orleans, the Anit-Discrimination ("Mardi Gras" ordinance) and Wilson's 1996 run for a U.S. Senate seat.
