Troy A. Carter was born in New Orleans on October 26, 1963. He graduated from O. Perry Walker High School and received a B.A. in Political Science from Xavier University. From 1988 to 1991, he served as an Executive Aide to Mayor Sidney J. Barthelemy. In 1990, he ran unsuccessfully for Clerk of Second City Court and, in 1992, was elected to the Louisiana House of Representatives District 102 seat. He was elected to City Council, representing District C, in 1994. After serving two terms on the Council, Carter ran unsuccessfully for Mayor in 2002.
The records are subject/correspondence files. A large portion of the files are those kept
by Councilman
Carter's Legislative Aides, Barbara Waiters and Calvin Jackson, and his Executive Assistant, Eric
Granderson, and for the most part, reflect the day-to-day business handled in the
District C office. The files also reflect the Councilman's chairmanship on the Council's Special Projects
Committee and membership on the Council's Budget and Utility and Cable and Telecommunications
Committees.
Copies of zoning reports and dockets as well as copies of ordinances, motions and
resolutions were not retained. Various other correspondence "carbon copied" to Councilman Carter was
also discarded. Routine correspondence from constituents requesting assistance for specific problems
(e.g., potholes and street repairs, tree trimming/grass cutting, transportation) were sampled or discarded.
Selected published reports and newsletters were removed to the City Archives' document
collection or the Louisiana Division serials collection. Also included are four boxes of unfiled or unlabeled
papers.
The files were assigned box/folder numbers reflected in the inventory. The inventory is arranged alphabetically by folder title. |
