In 1862, James F. Miller was acting Secretary of State under George F. Shepley, Military Governor of Louisiana. He was appointed Mayor of New Orleans in place of Colonel Deming, who had retired. Captain Miller, a lawyer by profession, was on the staff of the Governor of the State of Maine at the time of his transfer to the army. Acting Mayor Captain Miller approved an ordinance establishing a City Library and providing for its support, “The Public School Libraries of the First, Second, Third, and Fourth districts to be consolidated and kept at the City Hall and shall be called the Public Library of the City of New Orleans; said library to be kept open for consultation to all persons, citizens and strangers, free of charge, from 9 A.M. to 2 P.M., and from 4 P. M. to 6 P.M. daily, Sundays and holidays excepted. The city appropriated $5,000 to the support of the library.” On April 6, 1864, Captain J. F. Miller, accompanied by Brig. General George F. Shepley, departed for the North via St. Louis, on board the “Olive Branch,” with orders to report to Major General Butler, for promotion.
