E. H. Durell, chairman of the Bureau of Finance was acting Military Mayor from September 12 through October 30, 1863. The personnel remained the same as under James F. Miller’s administration. At the end of Durell's term, Miller returned to office. He was succeeded by Stephen Hoyt.
