This 1799 document upheld the right of Gilberto Andry and José Leblanc to hold seats on the Cabildo, despite the fact that they were also military officers. This communiqué put an end to a protest by Andrés Almonester y Roxas that the two officers should not be allowed to serve on the local council because of their military affiliations. The document is significant not only because it demonstrates strong support by the monarch for the actions of his representatives in Louisiana, but also because it bears the official seal and signature of that monarch, Charles IV.
