Governor Samuel Douglas McEnery’s discussion of the need for a new city charter, part of his message to the Legislature at the outset of its 1882 session. Article 254 of the 1879 state constitution had given the Legislature authority to cancel the city’s 1870 charter. The 1880 legislative session failed to take action but in 1882 legislators did finally succeed in giving New Orleans a new fundamental law.
