The League of Women Voters of New Orleans in 1986 and the New Orleans Business Council in 1989 actively sought to secure key changes in the city’s home rule charter. Both groups urged that the charter be amended to make it possible for the Mayor and City Council to save money be eliminating or combining existing municipal agencies. Much of what they sought had been proposed during the 1970s but had not come to a vote. There would be no popular vote on the 1980s changes either.
