| The Bureau of Governmental Research had been a strong supporter of the 1995 charter revision package presented by the Morial administration. This document identifies several provisions of the new law that had not been implemented within the ten month period since the voters had given their approval to the new charter. Some elements, including changes to the dates of municipal elections and inaugurations, have yet to be put into effect.
