The first page of the preliminary draft of the home rule charter revision recommended by the Mayor’s Advisory Committee on Charter Revision in 1977. Among other things it sought to increase the size of the City Council from seven to twelve members, to change the date of municipal inaugurations from May to March, and to allow the Mayor periodically to reorganization the executive branch of city government. These proposals did not come to a vote, however, probably because there was insufficient public support for the revision package.
